Disables the gRPC server reflection service on the Proxy.

Reflection is disabled by default (proxy.reflectionDisabled = true), and when enabled it requires the same agent authentication as ProxyService. Enable it with proxy.reflectionDisabled = false or REFLECTION_DISABLED=false; this flag can only disable it.

Both --ref-disabled (current) and --ref_disabled (legacy typo) are accepted to preserve backwards compatibility for existing deployments.
